In 2021, Oregon passed HB 2009, a statute that created several important rights for most mortgage borrowers affected by the COVID-19 pandemic. Similarly to its predecessor law (HB 4204), HB 2009 allows borrowers to defer payments during the emergency period, initially defined as January 2021 through June 30, 2021. HB 2009 also creates a moratorium that prevents most types of foreclosures from proceeding to completion during the emergency period.
Since the passage of HB 2009, Governor Brown has extended HB 2009’s emergency period twice. With Executive Order 21-30, the foreclosure moratorium now lasts through December 31, 2021. The most recent EO is available here: https://www.oregon.gov/gov/Documents/executive_orders/eo_21-30.pdf
